The Division and Unit

The Strategy, Planning, Resources and Effectiveness Division integrates corporate strategy, resources, and performance measurement to improve decision-making and drive the implementation of UN Women’s Strategic Plan. The Division formulates corporate strategies aligned to organizational objectives, ensures internal controls and risk management are fully in place, and monitors and reports on Strategic Plan implementation.

The Strategic Planning Unit within SPRED serves as the custodian of results-based management and strategic planning in UN Women. The Unit manages the development and roll-out of relevant policies, procedures, and guidance associated with planning, monitoring, and reporting of Strategic Plans, Strategic Notes, and workplans. With one overarching corporate results architecture established through the Planning, Monitoring and Reporting Policy, the Unit ensures that all business units at country, regional, and global levels plan, monitor, report, and communicate results in a harmonized, streamlined way.

The Role

Under the direct supervision of the Programme Specialist for Strategic Planning and the overall guidance of the Strategic Planning Unit chief, the Programme Analyst serves three primary functions. First, the position acts as the secretariat for Country Office Strategic Notes at the corporate level by working closely with Regional Strategic Planning Specialists and headquarters colleagues. Second, it assists and supports the Unit’s work in results-based management capacity development and knowledge management. Third, it supports the planning, monitoring, and reporting work for Strategic Planning Unit components of SPRED Strategic Notes and workplans.

The Programme Analyst provides secretariat functions to support the management of corporate processes associated with the development, finalization, and approval of Country Office Strategic Notes. Based on the Planning, Monitoring and Reporting Policy and its procedures, the position coordinates with Regional Strategic Planning Specialists across all Regional Offices who are responsible for driving strategic planning processes in their respective regions and for providing guidance, technical support, and quality assurance to Country Offices. The Programme Analyst also works closely with headquarters colleagues from various Divisions for final quality assurance and with Senior Management for approval of Country Office Strategic Notes.

Key Responsibilities

Strategic Planning Support and Coordination

The Programme Analyst provides technical and coordination support for secretariat functions associated with managing the strategic planning processes of Country Office Strategic Notes as per organizational policy and procedures. This includes coordinating and collaborating with Regional Offices and headquarters Divisions on the organization of strategic planning meetings, including Strategic Dialogues and Strategic Note Early Thinking presentations, ensuring that all relevant colleagues are engaged and provide consolidated inputs.

The position socializes the Country Office Strategic Note planning process with Regional Office and headquarters colleagues through regular email updates and intranet articles, following up on key action points and milestones to ensure all parties remain informed and up to date on process status. The Programme Analyst coordinates and contributes to the quality assurance and review of Country Office Strategic Notes by consolidating inputs from Regional Offices and the headquarters Compliance Review Team, liaising with Country Offices and providing results-based management inputs as part of systematic review processes.

Maintaining and regularly updating strategic planning intranet pages, including the Strategic Planning Hub, falls within this role’s responsibilities. The position ensures that strategic planning documents, guidance materials, and key process information are systematically organized and accessible across the organization, supporting transparency and institutional learning.

The Programme Analyst engages with Independent Evaluation, Audit and Investigation Services to gather key relevant recommendations from internal audits and corporate evaluations, sharing those with Regional Offices and Country Offices in a timely manner to feed into strategic planning processes at the country level.

Communication and Knowledge Management

Providing technical and coordination support for strengthening communication on Country Office Strategic Notes at the corporate level forms another key responsibility area. This includes working both internally and externally in close collaboration with Regional Offices and the Communications Team, preparing intranet articles and coordinating with relevant colleagues to ensure that new Country Office Strategic Notes are published in a timely manner.

The position contributes to the revision and improvement of Country Office Planning, Monitoring and Reporting procedures, annexes, and additional resources associated with Country Office Strategic Notes and workplans. It also contributes to the enhancement of corporate results management systems by providing technical inputs for system requirements and participating in User Acceptance Testing associated with Country Office planning.

Results-Based Management Capacity Development

The Programme Analyst provides technical inputs for the development and revision of training materials and tools, including results-based management e-learning, to support further strengthening of corporate capacity on RBM and its use for strategic planning, monitoring, and reporting processes. The position coordinates the roll-out of these materials and maintains the results-based management community of practice within UN Women by collecting, analyzing, summarizing, and sharing good and promising practices and lessons learned.

Managing the Strategic Planning Unit’s results-based management sections of UN Women’s intranet, with regular updates on resources, falls within this portfolio. The Programme Analyst provides technical contributions to results-based management and planning, monitoring, and reporting communities of practice and joint initiatives at the inter-agency level, including those with the UN Strategic Planning Network.

Internal Planning and Reporting Support

The Programme Analyst coordinates the development of workplans at the technical level within the Strategic Planning Unit and provides support to the review of Unit components of Division workplans to ensure they align with business requirements specified in headquarters Planning, Monitoring and Reporting procedures.

The position coordinates with colleagues to ensure that monitoring and reporting exercises for Strategic Planning Unit components of Division workplans and Strategic Notes are completed in a timely manner with inputs from all relevant colleagues. This includes ensuring relevant data entry in systems is completed and supporting the organization of mid-year and annual review meetings on workplan components.

Required Qualifications

Education

An advanced university degree, at least a master’s degree, in development-related disciplines, social sciences, political science, development studies, public administration, gender, or other related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced degree.

Experience

At least two years of relevant experience in international development, specifically in the areas of strategic planning and results-based management at country, regional, or global level is required. At least one year of experience in providing technical support to country or field offices for the development of Strategic Notes, Country Programme Documents, country strategies, or equivalent documents at the country level is required.

Experience in programme management is required, as is knowledge and familiarity with Common Country Analysis and UN Cooperation Frameworks. Experience in the usage of computers and office software packages, including Microsoft Word, PowerPoint, and Excel, is required.

Several types of experience are considered desirable. Experience in supporting the development and revision of business processes or training materials for strategic planning or programme management would be an asset. Experience in using online systems for planning or results-based management is desirable, as is experience in developing results-based management resources and tools.

Experience in supporting the development or implementation of country programmes, country strategies, or UN Cooperation Frameworks at the country level is desirable. Experience in working with development institutions and organizations, such as UN agencies, multilateral or bilateral development institutions, NGOs, or civil society organizations, would be valuable. Experience in knowledge management in the context of international development, such as collecting, analyzing, and sharing knowledge in results-based management, is also desirable.

Language Requirements

Fluency in English is required. Proficiency in another UN official language is desirable.

Functional competencies include strong problem-solving and creative thinking skills, strong organizational and stakeholder management skills, and good understanding of the application of results-based management in strategic planning, programming, monitoring, reporting, and evaluation. Good knowledge of knowledge management and learning in the areas of results-based management is expected, along with the ability to link key institutional processes to promote overall organizational effectiveness.

The successful candidate will demonstrate the ability to go beyond established procedures and practices, introducing new approaches and strategic innovations. Strong analytical skills and a collaborative team-player orientation are essential.

Terms of Employment

This is a fixed-term appointment that does not carry any expectancy, legal or otherwise, of renewal or conversion, irrespective of the length of service. The initial contract duration is one year.
