Call for Proposals: Researcher(s) to Lead a Survey on Policymakers and Gender Data

Equal Measures 2030 (EM2030) is seeking experienced researchers to conduct a survey on policymakers and policy influencers to better understand how gender data—specifically the SDG Gender Index—is used to inform decision-making and advocacy for gender equality. This research will contribute to shaping EM2030’s 2025–2030 strategic plan and ensure our gender data tools are effectively supporting policymakers in driving change.

Why This Research Matters

Policymakers and policy influencers play a critical role in shaping laws, policies, and funding decisions that impact gender equality worldwide. As gender data becomes increasingly available, understanding how decision-makers engage with these insights is essential to ensuring that data-driven policies and advocacy efforts lead to meaningful change.

Through this research, EM2030 aims to:

  • Assess awareness and usage of the SDG Gender Index and other gender data tools

  • Identify barriers and opportunities for integrating gender data into policymaking

  • Gather insights on how gender data influences policy narratives, legislative processes, and advocacy priorities

Scope of Work

The selected researcher(s) will:

  • Develop a survey tool to assess policymakers’ engagement with gender data

  • Conduct key informant interviews with policymakers and influencers

  • Collect and analyze data to identify trends, challenges, and opportunities

  • Provide actionable recommendations to enhance the impact of gender data in policymaking

The final deliverables will include a comprehensive report with findings and strategic insights for EM2030.

Who Should Apply?

We are looking for individuals or research teams with:

  • Proven experience in survey design, data collection, and qualitative and quantitative analysis

  • Expertise in gender equality, gender data, and advocacy impact assessments

  • A strong understanding of global policymaking processes and the ability to engage with high-level stakeholders

  • Strong writing, synthesis, and strategic thinking skills

Interested researchers should submit:

  • A brief proposal (max 3 pages) outlining the proposed approach and relevant experience

  • A financial proposal with a maximum budget of USD 18,000, including the estimated number of days and daily rate

  • CV(s) of researcher(s)
